The Kerala State Pollution Control Board (KSPCB) on August 14, 2026, issued circular on Consent management of Non-bedded Health Care Facilities (HCFs).
The Board has decided that all non-bedded Healthcare Facilities (HCFs) such as small/medium clinics, laboratories and similar establishments shall continue with a one-time authorisation under the Bio-Medical Waste Management Rules, 2016, instead of obtaining integrated consent under the Water Act, Air Act and Environment (Protection) Act. For fresh applications, the fee structure applicable before the earlier circular shall continue.
Non-bedded HCFs that obtained Integrated Consent between February 12, 2025 and the date of this circular will not be required to obtain separate biomedical waste authorisation. Such authorisation will have perpetual validity. Where the consent fee paid is lower than the applicable authorisation fee, the HCF must pay the balance; any excess consent fee will be refunded.
Pending consent applications of non-bedded HCFs will be processed in accordance with this circular. The circular partially modifies the circular dated May 14, 2025 and supersedes the circular dated April 10, 2026.
Compliance Impact: Non-bedded HCFs in Karnataka should maintain/obtain the required one-time BMW authorisation and ensure compliance with the Bio-Medical Waste Management Rules, 2016 and tie-up with an authorised CBWTF where applicable.
